    The following statements are intended to describe the general nature and level of work being performed. They are not intended to be construed as an exhaustive list of all responsibilities, duties and skills required of personnel so classified.

    SUMMARY: The Operations Manager will be responsible for the development and direction of Health Information Management Department that is service-oriented and receptive to the challenges and requirements of a changing health care environment and supportive of the mission of the Hospital.

    This is a management position for planning, organizing, coordinating, supervising, and evaluating all functions of data collection and usage of the Health Information Management Department. This position functions as a resource and provides technical support on operational issues establishes and maintains medical record systems and operations consistent with overall requirement of the health care delivery system. The Director of Health Information Management will work collaboratively with key operating departments to produce quality information for decision support. Duties require independent judgment and action to resolve problems and to maintain accuracy and timeliness of departmental activities. Communication is required outside of the work group to facilitate work groups, resolve conflict and persuade or negotiate. Communication with external contacts involves handling complaints, making adjustments, corrections, etc. Duties also include serving as the HIPAA Coordinator for the Privacy Regulations.

    Carries out the responsibilities in accordance with Health Systems Core Values, Hospitals policies/procedures and applicable civil laws. Is accountable for the efficient use of resources and support o the Hospitals mission. Performs other duties as assigned.

    Essential Job Functions:
    1.Assists in directing, planning organizing, coordinating and evaluating all functions of Health Information Management. (Transcription; Archives; Report Distribution; Release of Information; Document Imaging; Electronic and Downtime Forms Committee; Incomplete/Delinquent Record Process; Suspension procedure; Clinical Documentation Improvement Program). Direct reports include Transcription Manager, Operations Coordinator, Health Information Management Team Lead, and the Administrative Assistant II.
    2.Motivates associates to improve performance and learn new skills through leadership, coaching and mentoring.
    3.Monitors departmental budget performance to assure fiscal responsibility and accountability.
    4.Assists in developing long term and short term plans, goals and objectives to meet the hospital's overall health information needs ensuring compatibility with the hospital's mission.
    5.Communicates with physicians and other departments to ensure efficient operations HIM. Problem solves with others to coordinate services that interact with HIM.
    6.Provides guidance and general direction for department operations, working through the management associates to ensure accurate and timely production of work and to assure that complete, accurate and timely clinical information is available to support the hospital's mission.
    7.Completes performance evaluations for associates in management positions and secretarial position.
    8.Establishes and implements departmental quality and productivity standards of performance. Measures performance against standards and assures appropriate action is taken when standards are not met.
    9.Develops and implements policies and procedures for Health Information Management. Reviews and proposes revisions for Administrative Policies and Procedures applicable to HIM and HIPAA.
    10.Serves as Privacy Coordinator. Provides in service education at new hire orientation. Conducts audits to ensure compliance with regulations. Responds to referrals for potential violations.
    11.Coordinates the activities of the Ongoing Record Review Team and Forms Committee. Serves on the Corporate Responsibility Committee, TJC Periodic Performance Review Team, Quality and Performance Improvement Council, ITCG Committee, Care Management committee, Revenue Cycle Committee and Data Monitoring Committee for Coding compliance and HIPAA Compliance. Chairs the ICD-10 Steering Committee.
    12.Authorizes timekeeping records.
    13.Responsibilities include hiring, termination, promotion, demotion, transfer and other changes in associate's status for the HIM department.
    14.Maintains continuing education requirements for certification. Coordinates in service educational sessions for HIM associates.

    General Duties:

    1.Implements and communicates CMS and TJC regulations as they apply to Information Management and documentation for the patients' records.
    2.Implements and communicates HIPAA Privacy regulations and other federal and state regulations applicable to release of information.
    3.Assists in developing long term and short term goals.
    4.Assists Corporate Compliance Team in performing HIPAA privacy audits.
    5.Problem solves to ensure that issues affecting efficient operations are addressed.
    6.Demonstrates ability to implement electronic health record functionality. dictation/transcription systems, document imaging systems, and documentation deficiency systems.
    7.Utilizes effective counseling and mentoring techniques.
    8.Demonstrates project management skills.
    9.Demonstrates word processing and spreadsheet software skills.
    10.Participates on interdepartmental, hospital and departmental committees as appropriate.

    Required Education: Associates Degree from and approved AHIMA college or Bachelors Degree BA/BS) in any field from four year college or university.

    Preferred Education: Bachelors Degree in an AHIMA approved university or Masters Degree

    Required License, Certification and/or Registration: The department requires Registration in the American Health Information Management Association as RHIA (Registered Health Information Administrator) or RHIT (Registered Health Information Technologist).

    Required Experience: Three years to five years experience in Health Information Management Department in an acute care facility or a management position with significant HIM responsibilities.
    Preferred Experienced: Five or more years experience in Health Information Management Department as a Operations Manager in an acute care facility.

    11.Supervisory Responsibility: This position supervises the following positions: Transcription Manager; Operations Coordinator, Health Information Management Team Lead, and the Administrative Assistant II.
